A. GENERAL ADMISSION POLICY OF THE COLLEGE
Those who qualify on the basis of this requirement shall submit their Form 138 (High School Report Card) and other requirements that may be necessary such as Birth Certificate, Certification of Good Moral Character, and others that may be called for.
Any student who fails to present the requisite Admission requirements must pay the thirty percent (30%) of the semestral fee imposed for the course in which the student intends to enroll.
B. ADMISSION OF FOREIGN STUDENTS
Foreign students must satisfy the entrance requirements prescribed for the courses they want to take. They shall have obtained their previous training in institutions of recognized standing. Even then, they will be admitted only if there are still unfilled slots in the college of their choice. Foreign students desiring to enroll in any college must first obtain a clearance from the Department of Education and should apply for admission with the Office of the Dean. They should send their Transcript of Records or other credentials pertinent to their educational background for evaluation purposes. Moreover, they should wait for a reply from the Dean before working in their travel papers.
In addition to the conditions for admission of a foreign student into any degree program provided by law and the policies and rules of the Commission, it must be shown that the foreign student has the means sufficient to support his education or study in the Philippines (Section 82, CHED, Manual of Regulations for Private Higher Education).
ADDITIONAL REQUIREMENT:
A copy of the Certificate of Eligibility for Admission (CEA) together with the Certificate of Acceptance from the College Registrar will be sent to the applicant. In accordance with the regulations set forth by CHED and other agencies supervising foreign students, no foreign student shall be allowed to enroll unless he can submit a valid permit to study, verified Alien Certificate of Registration (ACR) and a student visa before the Office of the Registrar & Director of Admissions.
It is also a must for foreign students to present the Transcript of Records including the course description of the subjects taken including the number of hours completed and the grades of each subject area. These documents must be sent directly to DMC CF in a school sealed envelope.
For Philippine Resident Alien Students
Philippine resident alien students must submit before the Office of the Registrar and Director of Admissions, three (3) photocopied copies of their Alien Certificate of Registration (ACR) with the original copy of the same for verification.
For Naturalized Filipino Citizens
Naturalized Filipino citizens must submit a copy of their Identification Certificate issued and authenticated by the Commissioner of Immigration.
C. ADMISSION TO THE COLLEGE OF LAW
The following are the additional requirements for the enrollment in a regular law course.
Any student who wishes to enroll in the Bachelor of Law program must be a graduate of any baccalaureate degree with the following minimum subject group requirements:
- ENGLISH – 12 units
- MATHEMATICS – 6 Units
- SOCIAL SCIENCE – 18 units
The student applicant must also submit Form C – 1 (Certificate of Eligibility for the Admission of the College of Law) as prescribed by the Supreme Court of the Philippines, to serve as certificate of eligibility for a student to enroll in the College of Law. It shall be sought and obtained from the region where the student has graduated his baccalaureate degree. (See College of Law)---link
D. ADMISSION FOR THE GRADUATE SCHOOL
Students desiring to take up graduate studies are advised to inquire at the Office of the Graduate School regarding the graduate programs and their academic requirements so as to facilitate admission.
The admission requirements of the Graduate School are as follows:
- 2 pieces 2x2 picture
- Honorable Dismissal
- Informative copy of the Transcript of Records
- Birth Certificate (NSO authenticated)
- If married, Marriage Contract ( NSO authenticated)
ACADEMIC LOAD
(2) No undergraduate student shall be allowed to take more than the number of units prescribed in the curriculum for the semester. However, a graduating student may be allowed additional load of two (2) subjects which is equivalent to six (6) units regardless of the number of units for the second semester of the last year of the course.
The Dean, however, has the discretion to limit the load of students based on the evaluation of the intellectual capacity and / or other peculiar circumstances that will allow highly exceptional students to carry three (3) more units beyond the maximum load, provided that the latter case shall be subject to the approval of the Commission on Higher Education.
As a general rule, a student shall not be permitted to take any advanced courses until he has satisfactorily passed the pre requisite courses. However, a student may be allowed to simultaneously enroll in pre – requisite and advanced classes under the conditions as follows:
- when the pre –requisite is a repeated courses;
- when the student has superior scholastic standing;
- when the student is graduating at the end of the school term;
- when it is approved by the Dean or any authorized academic official.
Exceptional students may be permitted to take such additional advanced courses as overload, including the summer session, as the appropriate school official may determine, based upon the previous academic performance of the student and other evidence of educational measurement. (Section 91, Art. XIX, Manual of Regulations for Private Higher Education).
Cross-Enrollment is discouraged and shall be subject to institutional policies, rules and regulations (Section 93, Art. XIX Manual of Regulations for Private Higher Education).
GRADING SYSTEM
The performance of an undergraduate student enrolled in the College shall be reported to the Commission on Higher Education (CHED) at the end of each semester.

Copies of the grades will be sent to the parents at the end of the second semester of the school year. However, if the parent (s) would like to know the performance of his/their child during the first semester the parent (s) must send a letter to the Office of the Registrar and Director of Admissions requesting the same which will be acted upon by the office within three (3) working days from receipt.
EXAMINATION AND GRANTING SYSTEM
(4) Talking during examination, possession of text books or notes of any kind, receiving information or other attempts of communication and other personal effects unless authorized shall render the offender liable for dismissal from the College. But in no case shall the student be allowed to go out of the classroom during examination unless for emergency reasons. However, for reasons of personal necessity, the student may be allowed to go to the rest room but must be accompanied by the Disciplinary Officer assigned in the post.
(6) An instructor has no obligation to give a special examination to any student who fails to take the examination as scheduled regardless of the reason except upon written request approved by the dean of the college.
(7) Open accounts warrant non – release of examination results. Students with open accounts will have a grade of 5.0. Their grades will only be changed after they can validly present their receipt as well as their Clearance proving among others that they are free from any financial obligation to the College. The instructor concerned will then obtain from the Office of the Registrar & Director of Admissions the Final Grade Correction Form and change the grade from 5.0 to a passing mark.
SCHOLARSHIP AND SCHOLASTIC STANDING
A. COLLEGE SCHOLARSHIPS
1. Students who graduate as Valedictorian from recognized private & public high schools are awarded Full College Scholarship with free tuition and miscellaneous fees for two semesters.
2. Students who graduate as Salutatorian from recognized private and public high schools are awarded Semi – Full College Scholarship with free tuition fee and a 75% discount on miscellaneous fees for two semesters.
3. Students who graduate as First Honorable Mention from recognized private and public high schools are awarded Semi – Full College Scholarship with free tuition fee and a 50% discount on miscellaneous fees for two semesters. (Board Resolution # 13, series of 2008).
Provided that these students must present a Certificate of Recognition from the Department of Education or a certification coming from the Principal of the school where the student has graduated that he has been given such recognition.
4. Graduates from the Special Education Center (SpEd) specifically the Fast Learners shall automatically avail the Semi – Full scholarship with 50% tuition and miscellaneous fees for 1 school year.
5. Family Scholarship – a 100% discount on tuition fee is given to the third enrollee with the lowest tuition fee to members of the same family (parents / siblings only) enrolling at DMC.
B. ACADEMIC SCHOLARSHIPS
Academic Scholars must apply in the Registrar’s Office to avail of the tuition fee discount. Jose P. Rizal Academic Scholars are no longer required to apply for tuition fee reduction.
In the case of Academic Scholars it is required that they must carry the normal load required for the semester of the course in which they are enrolled. To qualify as Jose P. Rizal Academic Scholars they are required to carry an academic load of at least eighteen (18) units.
In both cases it is a requisite that the student does not incur a grade below 2.0 in all subject areas. Second Coursers can also be given recognition provided that they must conform to the provisions set forth.
The names of graduating students who are academic awardees will be included in the recognition program and their certificates of recognition will be given to them during the ceremony. Undergraduate Academic Scholars and Jose P. Rizal Academic awardees will obtain their certificates of recognition from the Registrar’s Office.
C. SPORTS SCHOLARSHIP
The college will grant a one hundred percent (100%) discount on tuition fee only for a maximum of twenty – one (21) units load every semester and nine (9) units load for the Summer Term provided that the grantee must conform to the following conditions:
Maintain a grade of at least eighty percent (80%) in all the subjects enrolled during the previous semester.
If the grantee fails to meet the conditions stipulated above, the breakdown of benefits will be as follows:
a.1. 1subject failure = 90% tuition fee reduction
a.2. 2 subjects failed = 80% tuition fee reduction
a.3. 3 subjects failed = 70% tuition fee reduction
a.4. 4 subjects failed = no renewal of the contract
b. Show cooperation, diligence and efficiency in the assigned work.
c. Attend monthly meetings and all other meetings called by the head.
d. Must not be involved in any vices such as the use of illegal and prohibited drugs, engage himself as a change smoker, become habitual drunkard etc.
e. Maintain satisfactory behavior as defined in the Student’s Handbook and as much as possible set himself as a model for other students.
f. Keep himself from becoming an active member / officer of any school organization or participate in any school activities if such membership / position or participation will jeopardize his obligation as a varsity player.
D. DOROTEA CONCHA TUITION FEE SUBSIDY PROGRAM FOR PUBLIC SCHOOL TEACHERS
The Dorotea Concha Tuition Fee Subsidy Program will grant a ten percent (10%) discount on the tuition fee of students who are children of bona fide teachers of Philippine Public and Private Schools. Dorotea Concha was a public school teacher and the mother of DMC CF’s president, Atty. Alberto P. Concha.
The tuition fee subsidy can also be availed of by only one child of each public / private school teacher. This is also applicable to bona fide teachers of Philippine Public and Private Schools who enroll at DMC CF as second coursers.
To avail of this discount, the applicant must submit the following requirements: Certificate of Employment, Photocopies of PRC ID and latest payroll.
For private school teacher, the applicant must submit a certification of the principal or the Administrator of the private school.
E. RALPH T. CONCHA MEMORIAL SCHOLARSHIP
The Ralph T. Concha Memorial Scholarship is given to sons and daughters of DMC, DMC CFI as well as Concha Group of Companies regular employees according to the following schedules:
Sons and daughters of DMC CF employees with ten (10) years or more in service are given the privilege of free tuition fees.
Sons and daughters of Concha Group of Companies employees with ten (10) years or more in service are given the privilege of fifty percent (50%) reduction in tuition fees.
However, a student must maintain a GPA of 2.50 so that he / she can continue to avail of such scholarship.
Sons and daughters DMC / DMC College Foundation employees with five (5) years or more in service will enjoy a fifty percent (50%) and twenty – five percent (25%) discount for Concha Group of Companies on tuition fees but the student must maintain an average of at least 2.50.
Children of all other employees are entitled a twenty – five percent (25%) discount but must maintain a GPA of at least 2.50.
This scholarship may be availed of only for the regular duration of the course taken. No discount shall be given to overstaying scholars. The reduction is not applicable to miscellaneous, other fees, review or board fees.
This scholarship may be granted subject to the approval of the Board of Trustees and subject to such terms and conditions as may be agreed upon provided however that the same shall only be extended on an annual basis and only during the duration of the course.
F. ALBERTO P. CONCHA PNP – AFP TUITION FEE SUBSIDY
The Alberto P. Concha PNP-AFP Tuition Subsidy aids some members or children of members of the PNP-AFP to obtain a degree for the promotion of their profession and to give ordinary members a chance to rise in the ranks.
This subsidy is granted to the members of the PNP / PA whose children are not enrolled in the program shall be given a fifty percent (50%) reduction in the tuition fee provided that the applicant will stay at least four (4) semesters. Otherwise, the tuition fee reduction given to the applicant will be charged against him.
For the first child of PNP / PA member – a twenty percent (20%) reduction on the tuition fee will be given to the applicant but he must stay for at least eight (8) semesters with the College otherwise, the reduction of tuition fee that has been enjoyed by the applicant will be charged against him ordering the applicant to pay the entire tuition fee or a 100% in tuition fee.
For the second child of the PNP / PA member - a thirty percent (30%) reduction on the tuition fee will be given to the applicant but he must stay for at least eight (8) semesters with the College otherwise, the reduction of tuition fee that has been enjoyed by the applicant will be charged against him ordering the applicant to pay the entire tuition fee or a 100% in tuition fee.
For the third of PNP / PA member – a hundred percent (100%) in tuition will be given to the applicant but he must stay for at least eight (8) semesters or the entire fee will be charged against him.
This scholarship is not only applicable to Bachelor of Science in Criminology. Other courses such as: Master in Public Administration, Bachelor of Science in Accountancy, Bachelor of Science in Entrepreneurship, BSBA Marketing Management, BS Radiologic Technology, Bachelor in Medical Laboratory Science (formerly BS Medical Technology), Bachelor of Arts in Political Science and Bachelor of Arts in Mass Communication can avail of this scholarship.
This subsidy is granted to the members of the PNP / PA whose children are not enrolled in any of the programs as above mentioned shall be given a fifty percent (50%) reduction in the tuition fee provided that the applicant will stay at least four (4) semesters. Otherwise, the tuition fee reduction given to the applicant will be charged against him.
For the first child of PNP / PA member – a twenty percent (20%) reduction on the tuition fee will be given to the applicant but he must stay for at least eight (8) semesters in the College. Otherwise, the reduction of tuition fee that has been enjoyed by the applicant will be charged against him ordering the applicant to pay the entire tuition fee.
For the second child of the PNP / PA member - a thirty percent (30%) reduction on the tuition fee will be given to the applicant but he must stay for at least eight (8) semesters in the College. Otherwise, the reduction of tuition fee that has been enjoyed by the applicant will be charged against him ordering the applicant to pay the entire tuition fee.
For the third of PNP / PA member – a hundred percent (100%) in tuition will be given to the applicant but he must stay for at least eight (8) semesters or the entire fee will be charged against him
However, in the case of Bachelor of Science in Accountancy the student must maintain a General Percentage Average (GPA) of at least 2.0 or equivalent to eighty – five percent (85%).
Should the applicant desire to enroll in these course, the student can still avail of the tuition fee subsidy but on a based on a first – come, first – served basis as slot are limited. There are twenty (20) slots available for this scholarship.
Aside from the tuition fee subsidy as granted in this scheme, the enrolled scholar can avail of the academic scholarship provided that he must maintain a grade of 2.5 in all subjects enrolled. He / she may also apply of the external scholarships offered outside DMC but are DMC – assisted grants.
Finally, those who will graduate with honors will also be granted academic scholarship by DMC CF’s College of Law.
G. SCHOLARSHIP GRANTED BY THE COLLEGE OF LAW
COLLEGE SCHOLARSHIP
Students who graduate as Summa Cum Laude in the baccalaureate degree from recognized private and public colleges and universities are awarded Full College Scholarship with free tuition and miscellaneous fees for two semesters.
Students who graduate as Magna Cum Laude in the baccalaureate degree from recognized private and public colleges and universities are awarded Semi – Full College Scholarship with free tuition fee and a 75% discount on miscellaneous fees for two semesters.
Students who graduate as Cum Laude in the baccalaureate degree from recognized private and public colleges and universities are awarded Semi – Full College Scholarship with free tuition fee and a 50% discount on miscellaneous fees for two semesters.
EXTERNAL GRANTS
The College assists applicants to avail of the various government and private scholarship grants among which are:
1. PRIVATE EDUCATION STUDENT FINANCIAL ASSISTANCE (PESFA - CHED)
The PESFA was established by virtue of RA 6728 "An Act Providing Government Assistance to the Students and Teachers in Private Education (GASTPE) and Appropriating Funds Therefore." This is a study grant for qualified and deserving college freshmen who intend to enroll or is presently enrolled in priority courses in selected HEIs and who are not more than 30 years of age at the time of application for the program.
2. PGMA “STUDY NOW; PAY LATER” PROGRAM (CHED)
This is an educational program of the government designed to promote democratization of access to educational opportunities in the tertiary level to poor but deserving students through financial assistance in the form of an educational loan. It is a scheme providing loan or credit to poor but deserving students who are enrolled in priority courses in selected higher education institutions. This special fund is used to finance loans to cover matriculation and other school fees and expenses for books, subsistence, and board and lodging.
3. SHORT - TERM PROGRAMS AS OFFERED BY THE TECHNICAL EDUCATION SKILLS AND DEVELOPMENT AUTHORITY:
Short – term programs are as follows: Caregiver, Commercial Cooking, Housekeeping, Bartending, Front Office Training, Welding – GMAW, Welding – SMAW, Building – Wiring Installation, Computer Programming.
4. PHILIPPINE VETERANS SCHOLARSHIP GRANT
This is a scholarship grant offered to the dependents of the veterans of the Armed Forces of the Philippines Educational Benefit System Office. The PVAO pays directly to the school.
5. UNITED STATES VETERANS ADMINSTRATION
This is a scholarship grant offered to the dependents of the veterans of the United States Armed Forces. The USVA pays directly to the school.
6. GSIS SCHOLARSHIP GRANT
The scholar can enjoy up to P20, 000 tuition and miscellaneous fees per semester, and monthly stipend of P2, 000. All active GSIS members of good standing are eligible to join. Winners who will be chosen via an electronic raffle may nominate ANYONE who is an incoming college freshman or enrolled college student. There are 200 slots available.

7. OWWA SKILLS FOR EMPLOYMENT SCHOLARSHIP PROGRAM
-Granted to children of an OWWA (Overseas Workers Welfare Administration) member or to a brother or sister of an unmarried OWWA member.
SCHOLASTIC POLICIES AND PROVISIONS
Honorable Dismissal, defined.
An Honorable Dismissal is a document which serves as proof that the student has voluntarily withdrawn from the College with the knowledge and consent of the Registrar and Director of Admissions or his duly authorized representative and approved by the President.
However, a student who is compelled to leave the College due to suspension, expulsion or other disciplinary action will not be entitled to the issuance of an Honorable Dismissal. Should the student be permitted to obtain his Transcript of Records or a certification of his academic status in the College, such document must contain a statement on the disciplinary action taken against him. In case the student has been dropped from the roll on account or poor scholarship, a statement to that effect may be added.
In all cases, financial accountabilities to the College must be settled first before the issuance of the Honorable Dismissal, Transcript of Record or certification as the case may be.
CODE OF DISCIPLINE
Every student shall, upon admission, sign the pledge to be submitted to the Disciplinary Officer:
“In consideration of my admission to the DMC College Foundation and of the privileges I will henceforth enjoy as a student in this institution, I hereby pledge to abide by the rules and regulations laid down by the competent authority of the College and those which may hereafter be promulgated”.
